Laveen Village and Southern View homeowners have officially voted to continue enforcing overnight parking restrictions on public streets—a move made possible under the recent amendments to Arizona HOA laws.
This decision ensures that on-street parking enforcement remains in place past the state-imposed June 30, 2025, deadline for HOAs established prior to 2015.
Under Arizona Revised Statute §33-1818, amended by House Bill 2298, HOAs formed before January 1, 2015, could previously regulate parking on public streets. However, starting July 1, 2025, they lose that power unless a majority vote of homeowners reaffirms it.
HOAs after 2014: Cannot regulate public street parking.
HOAs before 2015: Must hold a vote before June 30, 2025 to keep enforcement authority.
If no vote occurs: HOA automatically loses power to enforce parking on public roads.
Thanks to a successful community-wide vote, the Laveen Village HOA and Southern View HOA will retain their authority to:

Issue citations or fines for noncompliance
Monitor guest and overflow parking
No parking between 12:00 AM and 5:00 AM
Applies to public streets within HOA boundaries
Exemptions for registered guest permits or approved waivers
“This vote reflects the community’s shared value in maintaining safe and navigable streets,” said a board member from the Laveen Village HOA. “It’s about preserving our neighborhood’s quality of life.”
“With the law requiring a formal vote, we were pleased to see overwhelming support from residents who want to keep our existing parking system in place,” added a Southern View representative.
